The Drop Times: Is Drupal a Public Good?

At least one distribution of Drupal is already declared a Digital Public Good. Another will qualify blindly. Why not Drupal core distribution itself? The 20-year-old project was already meeting Sustainable Development Goals even before the UN formulated it. So the community is putting together an application before the DPGA.
